He was born on May 14, 1950 in Rostov-on-Don, graduated from the Law faculty of the Rostov State University (RSU) in 1972 [[http://test.urfak.sfedu.ru/index.php?option=com_content&view=article&id=56&Itemid=16]], after graduating from the University he worked as a methodologist of the scientific and organizational department of the Northern Caucasus scientific center of high school, studied in postgraduate school.
